In the Roosevelt Administration, we took millions of unskilled people whose labor could not be productive enough for them to be employable and set them to make-work jobs, clearing forests here and planting trees there

Roosevelt took credit for that and other "National Recovery" programs, but they were initiated during the previous Hoover Administration. Roosevelt actively campaigned *against* the recovery acts when running for his first term, vowing to shut them all down. Later, he took credit for their (more or less) success, and his followers conveniently forgot his earlier campaign promises.

So, while most of the recovery took place during Roosevelt's administration, he both initially opposed it and then took credit for someone else's work. And blamed all of the country's troubles on the previous incumbent.

Of course, we've never seen anything like this in recent history...
