NAGRI is gnawing away at India's stupid laws. But India inherited the Raj's bureaucracy from the British, and the anti-gun laws were there from the very beginning.

India has no history of private gun ownership for the people; they were strictly toys for the rich. Guns were never a right, so it's all an uphill battle for India's gunheads.

Sure it does. It adds to the (very small!) pool of legal firearms in the country. Used ones will eventually appear on the market. And I'm sure the demand will, as usual in India, far exceed the supply, which will be restricted by the paper-shuffling bureaucracy.

Somewhere along the way, plain old dirty capitalism will incite other manufacturers to think evil thoughts like, "hey, we could be making some money selling guns too!". And there's nothing like profit motive to drive political change...

Customs duties, permits, taxes, lengthy paperwork processing delays, filing fees... India's government doesn't just make its citizens jump through hoops, they want a triple-axel too. And at the end of the process, you'd probably wind up paying even more... assuming the paperwork path didn't derail and make you start all over again.

Of course, this assumes you already have your purchase, ownership, and ammunition permits, and other items as needed. Where pistols aren't banned outright, most places are "demonstrated need", not "may issue". I don't think there's any "shall issue" in India.
